Public choice theory “seeks to increase humans understanding of the behavior of public officials and government actors in the political arena” (Chai & Mui, p.63). The public choice theory has introduced standard economic assumptions about human behavior into analyses of political and administrative processes (Zamir & Sulitzeanu, 2018). Excludability can be defined as a good for which it is possible to prevent consumers from having access or use for example not having paid for the good. Rivalry can be defined as a good whose consumption by one consumer prevents or reduces the quantity of consumption available to others (I.W Learn Manuals, n.d.). Excludability and rivalry are both related. Public choice theory can be related to rivalry because with public goods there needs to be rivalry in the market because non-rivalry will cause no incentives or motivation for individuals to purchase the good. With excludability and public choice, if the good was made available to all individuals there would be less reason for rivalry or competition in the marketplace such as if there was non-excludability which means that the good would be made available to everyone. In relation to health care, excludability can be seen as a physician denying health care services to a patient if they are unable to pay for the service. Health care is seen both as rivalry and excludability because it is seen as a private good rather than a public good, which is why the market will generally efficiently allocate resources. With public goods, it is often seen as non-rivalry and non-excludability.
